MEET THE TEAM
Cheri is the Founder and Chief Executive Officer of Acquisition Catalyst—a premier professional services organization that provides Acquisition as a Service (AaaS) across the acquisition lifecycle. Prior to starting Acquisition Catalyst, she completed a 38-year career with the Federal Government retiring at the Senior Executive Service (SES) level. During her federal career she held positions of increasing responsibility across the acquisition life cycle and was specifically focused on developing the acquisition workforce. She served as the Head of Contracting Activity for the Secretary of Defense and for Immigrations and Customs Enforcement (ICE), under the Department of Homeland Security (DHS).
Cheri also served as the Director of Intelligence & Operations Acquisitions, and Associate Director of the Information Technology Acquisition Center in the Office of the Chief Procurement Officer, Department of Homeland Security; and Director of the Office of Modernization Acquisition with the Internal Revenue Service (IRS), where she led the Business Systems Modernization Acquisition program—one of the largest and most complex information technology modernization efforts awarded in civilian government, valued over $10 billion; and she lead the Office of Procurement at the National Science Foundation. During her tenure with the Federal Government, her span of control covered more than 64,000 customers in information technology, administration, building and facilities management, human resources, training, security, construction, A&E, transportation, property and inventory management. She led organizations in excess of 230 acquisition professional and support employees, and managed annual procurement activities valued in excess of $3 billion, and operating budgets in excess of $30 million annually.
Cheri is a graduate of the Eisenhower School—formally the Industrial College of the Armed Forces (ICAF), a Department of Defense Senior Services School under the National Defense University, where she earned a Master of Science degree in National Resource Strategy, and studied education—domestically and abroad, from birth through organizational leadership in the workforce to support the U.S. National Security Strategy. She also holds a Master of Public Administration degree in Procurement and Public Contracting from the University of Maryland; is a graduate of the Partnership for Public Service’s Council for Excellence in Government, a Senior Acquisition Fellows Program; and is DAWIA Level III and FAC-C Level III Certified in Contracting.
Chief Executive Officer
Mrs. Temoney is a senior executive and leader with extensive experience in government and industry. Mrs. Temoney is passionate about bringing innovative solutions to the public sector. Throughout her career Mrs. Temoney worked to foster effective public, private, and international partnerships and professional dialog between government agencies and their industry partners. For many years she served as a Senior Executive in progressively challenging assignments including serving as the Customs and Border Protection’s (CBP) Office of International Affairs Deputy Assistant Commissioner and Executive Director for Mission Support operations.

Over 27 years of experience in government affairs, enjoying strong bipartisan workin relationships with members of congress.
Mrs. Temoney began her Federal career as an outstanding scholar intern program at the Department of Defense supporting the United States Air Force. Shortly thereafter, she became a full-time federal government employee gaining cross-disciplinary experience in over eight civilian and defense agencies including the Office of Personnel Management (OPM), General Services Administration (GSA), Department of Labor (DOL), Bureau of Labor Statistics (BLS), and CBP.
AS CBP’s Executive Director of Mission Support, Mrs. Temoney led a large multi-disciplined organization (financial analysts, program analysts, acquisition personnel, contractors) responsible for providing operational oversight of financial management, information technology, human capital, procurement, facilities, and fleet management in support of government personnel stationed in 55 countries.
Mrs. Temoney was the first African American Female to serve as the Deputy Assistant Commissioner for the Office of International Affairs. She led a staff of 200 employees and contractors; and a budget over $300 million annually. Mrs. Temoney provided executive oversight on international programs and initiatives that promoted anti-terrorism, global border security, non-proliferation, export controls, lawful immigration, and capacity building. She formulated strategies and executed interagency agreements that fostered partnerships with foreign governments on programs and that projects that advanced the development of customs, intellectual property protection, and border security.
Mrs. Temoney is a passionate advocate for women’s empowerment. In 2016, Mrs. Temoney founded Women in International Affairs (WIN) organization to provide a forum for women working international security issues to discuss and develop strategies to overcome challenges in the workplace. The organization provides mentorship and leadership development. Notably, Mrs. Temoney played an instrumental role in highlighting the critical role of women in law enforcement, especially in West Africa where she assisted the U.S. Embassy in Ghana with the rescue of 25 children from human traffickers.
